Stalin asked whose private enrichment this dubious concession serves, accusing the AIADMK administration of prioritizing illicit commissions, corruption, and backroom negotiations over the urgent socio-economic needs of ordinary citizens.

Stalin pointed out that while the state government repeatedly cites financial crunches to stall vital public works, welfare pensions, and civic infrastructure projects, it shows extraordinary generosity toward wealthy commercial defaulters. Legitimate state revenues that should fund schools, hospitals, and rural development are being compromised through secretive executive settlements.
