Stalin observed that during the prolonged multi-day rescue operation, the state administration displayed a profound absence of scientific coordination, technical preparedness, and operational agility. Instead of deploying advanced drilling machinery, specialized subterranean robotic equipment, and international disaster response experts during the crucial initial hours, officials relied on trial-and-error methods that proved tragically fatal.
