DMK president M.K. Stalin voiced strong opposition to the Tamil Nadu government's decision assigning additional charge of the State Vigilance Commission and the Directorate of Vigilance and Anti-Corruption to Chief Secretary K. Shanmugam IAS. Stalin stated that entrusting executive leadership of the top anti-graft agency to the head of the civil bureaucracy directly violates established Madras High Court rulings. He asserted that combining these critical portfolios strips the anti-corruption agency of necessary operational autonomy and constitutional independence.
According to Stalin, a Vigilance Commissioner must function without executive interference, especially when investigating serious allegations involving ruling ministers, senior bureaucrats, and sensitive administrative tenders. Placing the Chief Secretary in charge of investigating colleagues creates an evident conflict of interest that paralyzes accountability. Stalin demanded the immediate revocation of the government order and urged the appointment of a separate, full-time senior IAS officer with independent authority.
Stalin reiterated that combating administrative graft requires robust institutional independence rather than superficial oversight mechanisms controlled by the executive. He called upon the administration to respect judicial directives and restore transparent governance to protect public resources from systemic exploitation.
