Characterizing the tragic situation as a thirsty state governed by a sleeping regime, Stalin held the Chief Minister and local administration authorities directly responsible for driving municipal corporations, town centers, and rural hamlets into acute water distress.
Stalin observed that public hospitals, schools, commercial establishments, and residential communities across Chennai and surrounding districts were facing existential operational challenges due to dry taps and depleted groundwater aquifers. He criticized the ruling establishment for failing to desilt major lakes, rejuvenate urban water bodies, or execute floodwater harvesting projects despite having had years of governance. Stalin highlighted that the state administration woke up only after international media began reporting Chennai's severe water exhaustion, exposing the regime's administrative bankruptcy to the world.
