Stalin questioned whose partisan interests the police department served, demanding that the administration use an iron hand to crush selfish disruptive elements bent on sabotaging communal harmony and mutual goodwill.

Stalin observed that the primary duty of an independent police force is to uphold the rule of law and protect innocent citizens from criminal intimidation. Under the ruling AIADMK regime, however, law enforcement frequently ignored simmering communal tensions, permitting anti-social groups to instigate friction and disrupt public safety with total impunity. When authorities fail to enforce equal accountability, antisocial elements operate with brazen boldness, leaving vulnerable communities unprotected and deeply suspicious of administrative fairness.

Stalin insisted that the Director General of Police and senior administrators take proactive, impartial measures to safeguard societal stability. Tamil Nadu's traditional reputation as a haven of secular peace and industrial safety cannot be sacrificed for narrow political gains. He demanded decisive action to restore public trust in the police apparatus.
