DMK president M.K. Stalin raised a profound constitutional critique questioning the hurried enactment of ten percent reservation for Economically Weaker Sections (EWS) among upper castes by the Narendra Modi government. Stalin exposed the underlying hypocrisy of the BJP dispensation, pointing out that in five years of its rule, not a single central ministry or department had fulfilled the constitutionally mandated twenty-seven percent reservation quota for Other Backward Classes (OBCs) recommended by the Mandal Commission and upheld by the Supreme Court.

Citing official parliamentary statistics, Stalin noted that OBC representation in Group A civil services and elite central educational faculties hovered at less than twelve percent, with thousands of reserved backlog vacancies deliberately left unfilled. Under such circumstances, rushing a constitutional amendment in the final weeks of parliament to introduce economic criteria for unreserved communities was a desperate political conspiracy to consolidate upper-caste votes. Stalin emphasized that reservation was conceived by Dr. B.R. Ambedkar and Thanthai Periyar not as a poverty alleviation scheme, but as affirmative action to eliminate historical social discrimination and caste hegemony. Diluting this foundation violated the basic structure of the Constitution.
