Stalin charged that under the pretext of conducting official administrative reviews, the Governor was essentially performing political tasks reserved for the state president of the Bharatiya Janata Party. Under the constitutional design of the Indian republic, the Governor functions as a titular head who acts solely on the advice of the council of ministers.
