Stalin pointed out that while the elected council of ministers operates from Fort St. George, Governor Banwarilal Purohit was effectively conducting another government from Raj Bhavan. He expressed firm confidence that the Governor, who frequently cites constitutional provisions, must recognize that his actions lack statutory backing.

The Indian Constitution establishes a parliamentary democracy where executive power resides with an elected ministry accountable to the legislative assembly. Purohit's practice of directly summoning district officials and overseeing government operations bypassed established administrative protocols. Stalin observed that such administrative overreach undermines elected representatives, weakens bureaucratic accountability, and causes acute confusion within civil administration. The state cabinet's silence on this intrusion only exacerbated the constitutional imbalance.

Stalin urged the Governor to respect the democratic mandate of the people and function strictly within established constitutional parameters. He insisted that Raj Bhavan cannot morph into a competing power center. Stalin affirmed that the DMK will persistently defend state autonomy against gubernatorial overreach.
