DMK leader M.K. Stalin strongly condemned Karnataka Chief Minister H.D. Kumaraswamy on June 19, 2018, for raising artificial obstacles against the operationalization of the Cauvery Water Management Authority. Stalin pointed out that after intentionally delaying the nomination of its state representative to the regulatory body, the Karnataka government was attempting to derail the process by demanding that the Cauvery draft scheme be placed before Parliament for approval. He characterized this tactic as an unconstitutional maneuver.
The Supreme Court had explicitly finalized the Cauvery water-sharing framework, directing the Union government to frame and gazette a binding scheme for implementation. Stalin explained that seeking parliamentary ratification for a judicial decree was a calculated attempt to delay water releases to downstream delta farmers. By creating fresh legal complications, Karnataka political leaders sought to avoid fulfilling their immediate water-sharing obligations during the critical Kuruvai sowing season.
Stalin urged the Union government to reject Karnataka's dilatory conditions and proceed with operationalizing the regulatory board. He called on Tamil Nadu leaders to counter these obstructive tactics through firm constitutional advocacy. Stalin affirmed that the DMK will resist every effort to dilute the binding authority of the Supreme Court's Cauvery verdict.
