DMK leader M.K. Stalin demanded on June 13, 2018, that the AIADMK administration convene an emergency cabinet meeting to adopt a formal policy decision and issue a legally unassailable government order permanently closing the Sterlite copper smelter in Thoothukudi. Stalin stated that if the ruling regime harbored any genuine remorse after hunting down innocent civilians in police firing, it must abandon superficial public relations maneuvers and enact definitive legal measures to shut down the plant.

Following the tragic loss of thirteen innocent lives during public protests, the state government had hurriedly issued a brief, two-page administrative order sealing the smelter unit. Legal experts warned that the cursory order, issued without a cabinet policy decision or solid statutory grounds, would collapse under judicial scrutiny in higher courts. Stalin pointed out that this slipshod administrative approach exposed the government's deceptive intention to provide backdoor legal relief to corporate owners.

Stalin insisted that only an unambiguous policy resolution backed by state cabinet approval could withstand corporate litigation. He urged the Chief Minister to act transparently.
