DMK leader M.K. Stalin demanded an immediate Central Bureau of Investigation probe on June 7, 2018, to investigate unlawful police shooting and administrative impersonation during the Thoothukudi anti-Sterlite demonstrations. Stalin revealed that armed police personnel had opened lethal fire on unarmed citizens in locations completely outside the operational jurisdiction of designated deputy tahsildars who purportedly issued shooting orders. He characterized this fraudulent deployment as a grave criminal act warranting independent federal investigation.

Statutory police standing orders and criminal procedure codes strictly require executive magistrates to assess public safety risks on the ground before authorizing firearm discharge. Investigative reports revealed that administrative orders were forged after the massacre to retroactively validate illegal sniper shooting. Armed police marksmen operated with total impunity, using long-range rifles to kill fleeing demonstrators who posed no imminent threat to life or property. Stalin stressed that such state-sponsored violence cannot be investigated by internal state agencies that are themselves implicated.

Stalin urged the High Court to monitor the investigation to prevent evidence destruction. He insisted that officers who signed fraudulent clearance documents face criminal prosecution. Stalin resolved that the DMK will persistently demand truth and justice for the martyrs of Thoothukudi.
