State governments possess primary constitutional responsibility for providing accessible healthcare and training medical professionals to serve local populations. Stalin explained that standardized national examinations disregard socio-economic disparities across states, favoring candidates who can afford expensive private coaching. Rural youth and state syllabus students, who lack access to urban coaching centers, find themselves effectively shut out of medical careers. This exclusionary mechanism deprives public health institutions of doctors rooted in rural communities.
Stalin urged the Chief Ministers to adopt joint legislative resolutions and explore collective legal remedies against the examination framework. He emphasized that preserving state autonomy in educational policy is vital for social progress.
