Stalin demanded that the Centre immediately select the chairman and technical members of the regulatory authority, place all four major reservoirs in Karnataka under its direct physical control, and publish an official gazette specifying monthly water release quotas based on the modified Supreme Court verdict.
The Supreme Court had directed that the regulatory board possess comprehensive authority to regulate reservoir operations and ensure scheduled water deliveries to downstream Tamil Nadu. Stalin pointed out that merely publishing a preliminary notification on paper would not solve the agrarian crisis unless the board was given administrative teeth. Without immediate physical oversight of Karnataka's dams and clear enforcement mechanisms, upper riparian authorities would continue withholding water during lean monsoon months, jeopardizing delta cultivation.
Stalin urged the central administration to execute the judicial mandate without political hesitation or bias toward upper riparian states. He insisted that the Tamil Nadu government actively monitor implementation to prevent procedural dilutions. Stalin affirmed that the DMK will relentlessly pursue every necessary step to ensure delta farmers receive their constitutionally mandated water share.
