The mock assembly brought together elected opposition legislators, public policy experts, and community representatives to deliberate on pressing issues affecting the state. Participants discussed government negligence, police excesses, and agrarian distress in a transparent, orderly forum that mirrored legislative proceedings. Stalin observed that while the official assembly hall was turned into a rubber stamp for ministerial evasion, the people's assembly demonstrated how meaningful democratic deliberations ought to be conducted in a responsive constitutional system.
Stalin declared that democratic institutions belong to the people and cannot be silenced by executive arrogance.
