Stalin charged that the civilian deaths were the direct outcome of a premeditated conspiracy hatched at the highest administrative levels to execute protest leaders rather than regulate a peaceful march.
Video footage and eyewitness testimonies revealed that plainclothes snipers had mounted police vans and aimed assault rifles directly at unarmed demonstrators from long distances. Stalin stressed that standard crowd-control protocols, including verbal warnings, tear gas, water cannons, and non-lethal rubber bullets, were deliberately bypassed.
